The C grade may be the highest the American Society of Civil Engineers has ever given U.S. infrastructure — but for Janelle Boelter, that's not good enough.

Las Vegas is a city that never sleeps, which means its water infrastructure can't afford to rest either. As the person responsible for preparing her utility for the future, Janelle is rethinking how water systems plan for aging assets — moving beyond the traditional five- or ten-year capital improvement plan toward something more comprehensive.

Her approach: enterprise asset management. Rather than looking at infrastructure in broad strokes, she breaks it down to its individual components — a pumping station becomes its pumps, its electrical systems, and every other discrete asset, each tracked and funded on its own terms.

The goal is to give utilities the financial framework they need to truly account for what they have, what's aging, and what it will take to keep the water flowing for generations to come.
