Expanding Options for Better Water Infrastructure Projects

Water utilities are gaining more flexibility to choose project delivery methods suited to increasingly complex infrastructure work.

Guy Voss, vice president and collaborative project delivery director at HDR and president of the Water Collaborative Delivery Association, says these approaches are expanding as utilities confront more infrastructure needs than available funding and workforce can readily support.

Collaborative delivery brings owners, designers, contractors and other specialists together earlier to address costs, schedules, risks and construction challenges before they become expensive problems.

Because these projects use public funds, the methods must operate within procurement requirements that provide oversight, governance and transparency.

Voss says ongoing work at the federal and state levels is helping make these options available where appropriate. At the local level, education helps officials understand how the methods work and how they can be used responsibly.

The goal is to give public agencies a broader set of tools while maintaining strong accountability for how infrastructure dollars are spent.

As the water sector manages constrained budgets and staffing, greater familiarity with collaborative delivery can help communities select the approach that best fits each project.
