An industrial-age coal canal is flowing again—and functioning as 21st-century water infrastructure.
At Flat Rock Dam, the Philadelphia Water Department has reconnected the Schuylkill River to the two-mile Manayunk Canal, restoring a steady flow of fresh water for the first time in roughly 80 years.
After navigation ended in the 1940s, the isolated canal became plagued by sediment, algal blooms and dangerously low dissolved oxygen. The completed project uses two controlled gates to send Schuylkill water through the canal, raising oxygen levels and creating healthier habitat. Striped bass and shad have already returned to water that could not previously support sensitive fish species.
The $21 million project, financed through PENNVEST, also includes green infrastructure that captures stormwater and filters pollutants before they reach the river. Crews must routinely remove accumulated sediment and debris—a reminder that green infrastructure only works when it is maintained.
The drinking water connection is downstream. The Schuylkill supplies about 40% of Philadelphia’s tap water, and the Water Department is monitoring the canal to measure how the improvements affect source-water quality.
