Cynthia Koehler of WaterNow says the city’s water-efficient landscaping approach stands out because property owners are not simply handed a standard and left to figure out compliance on their own.
Since 2018, WaterNow has helped Aspen train landscape professionals who understand water budgets, irrigation audits, and the technical requirements behind the city’s rules.
That workforce piece matters because even strong policy can fall short if contractors, designers, and property owners do not know how to implement it.
Aspen’s approach connects development standards with practical expertise, making water use a more deliberate part of how landscapes are designed and maintained.
Koehler says the result is a model in which landscape design itself becomes part of long-term water management.
