Boulder has cut per-capita water use by about 30 percent since the severe drought of 2002, but the next challenge is reaching the people who do not necessarily hear from the utility through traditional channels.
Neal Lurie of Resource Central says effective conservation outreach has to account for how differently people get information—from email and social media to television, podcasts and community partners.
That matters in Boulder, where more than half of residents are renters and the University of Colorado adds roughly 40,000 students, many of whom may not receive a water bill or control the landscape where they live.
Resource Central has worked with Boulder for decades on practical programs including irrigation assessments, lawn replacement and water-wise gardens.
The nonprofit now partners with more than 60 local governments and water providers, and says participants in its programs have saved more than 2 billion gallons of water.
The approach is straightforward: make conservation programs useful, make them easy to access, and use multiple
channels to reach people where they already are.
For Boulder, expanding water conservation increasingly means expanding who gets invited into it.
