How Boulder Is Rethinking Water Conservation Outreach

Boulder has spent decades building strong water-conservation programs, but the next challenge is making sure more residents actually see themselves in them.

Victoria Arling of WaterNow explains how the city is rethinking conservation outreach in a community where renters make up a large share of the population and the University of Colorado adds tens of thousands of students.

Many of those residents may never see a water bill, even though their everyday choices still affect overall demand.

Through its Project Accelerator, WaterNow is helping Boulder examine where communication is falling short and how conservation programs can feel more relevant and accessible to people who have not traditionally participated.

The work goes beyond promoting rebates or technologies. It focuses on trust, clearer communication, and reaching people in ways that reflect how they actually live and interact with the city.

The project is still underway, giving Boulder a chance to test and refine a more inclusive, community-centered approach in real time.

The larger lesson is that strong conservation programs are not enough on their own. Participation depends on whether people understand the programs, trust the messenger, and feel like the effort includes them.
