What keeps water rates affordable? Meticulous, long-term planning.
Yaolin Fennell is a principal civil engineer for the City of Rockville, where strategic upgrades to water and sewer systems are carefully mapped out—before things break.
By setting annual rehabilitation goals, modeling risks, and prioritizing fixes, her team avoids sudden rate spikes and shields future generations from massive repair costs. It's how Rockville delivers clean, reliable water while keeping rates steady.
“This is how we make smart investments and protect our community,” says Yaolin.
Yaolin was a participant in the Transformative Water Leadership Academy of the American Water Works Association and WaterNow Alliance.
This was a conversation at the Reservoir Center for Water Solutions in Washington, D.C.
