In the 1990s, Los Angeles faced a choice—keep discharging treated water into the harbor or find a smarter way to use it.
Instead of extending its outfall pipe, LA Sanitation joined forces with the Los Angeles Department of Water and Power, which had been injecting potable water into the Dominguez Gap Seawater Intrusion Barrier to protect groundwater.
Together, they replaced that drinking water with recycled water from the Terminal Island Water Reclamation Plant, creating a subsurface shield that keeps seawater out and saves 6–7 million gallons of freshwater every day.
Dean Taylor of the City of Los Angeles says the effort shows how necessity and collaboration can turn wastewater into resilience.
