Milwaukee's lead service line replacement program is boosting workforce development by requiring contractors to hire 40% of their workforce from disadvantaged zip codes.

This initiative also mandates apprenticeships for skilled trades, resulting in increased diversity among laborers, plumbers, and engineers, with a significant number of apprentices being women and minorities, says Richard Diaz of the BlueGreen Alliance.
