How Summit County Builds Water Conservation Through Partnerships

In Summit County, water conservation is being organized across town lines.

Heather Allen of the High Country Conservation Center says the nonprofit can design programs, pursue grants and work directly with residents—but it still needs municipalities and water providers to supply funding, political support and local capacity.

That partnership helps turn conservation plans into actual rebates, irrigation improvements and landscape projects.

HC3 also works with the Summit County Garden Club, CSU Extension and the Town of Dillon on demonstration gardens that show residents what lower-water native landscapes can look like in Colorado’s high country.

The model reflects a practical reality: conservation programs often require several organizations to contribute different pieces—funding, staff, technical expertise, public outreach and implementation.

In Summit County, collaboration is what moves water conservation from a plan into the landscape.
