How do you overhaul sewer infrastructure without digging up roads, disrupting neighborhoods, or breaking the bank?

Adib Altallal is the Water & Sewer Utilities Engineer for the City of Tukwila, where he manages all capital improvement projects. Facing tight budgets and political pressure around rate increases, Adib turned to a smarter, less disruptive approach: pipe lining.

Instead of digging up and replacing old pipes, Tukwila inserted a durable liner into existing infrastructure—extending the life of the system by 50+ years. The entire construction process took just six weeks and completed 90% of a 10-year plan in a fraction of the time and cost.

“No one even realized what we were doing,” says Adib. “We didn’t tear up the roads, and we eliminated most of the environmental impact.”

It’s efficient, innovative, and invisible—just the way infrastructure should be.

Adib was a participant in the Transformative Water Leadership Academy of the American Water Works Association and WaterNow Alliance.
