How Water Utilities Upgrade Plants Without Shutting Down

A water treatment plant cannot stop serving a community while its next major upgrade is designed and built.

Barbara Martin, executive director of the Water Collaborative Delivery Association, says bringing utilities, contractors, and other stakeholders together earlier can produce three practical benefits:

1️⃣ Faster schedules: Teams can anticipate delays, resolve conflicts earlier, and develop plans that move projects into operation sooner.

2️⃣ More innovation: Multiple perspectives can help utilities evaluate new approaches to PFAS, failing infrastructure, water scarcity, and reuse.

3️⃣ Better constructability: Contractors can determine how to install a new process or expansion within a crowded facility while the existing plant continues providing water services 24 hours a day, 365 days a year.

Martin says collaborative delivery represented 5% or less of the market about 20 years ago. Today, some form of the approach is used for roughly half of all water infrastructure projects.

That growth reflects the realities of modern water construction: utilities must upgrade essential facilities without interrupting the services communities rely on.
