💧 H2O INTRO 👤 Meet Jorge Luis Flores, Assistant General Manager at the City of Eagle Pass Water Works System

Along the Texas-Mexico border, some families still live without the basic water infrastructure most Americans rarely have to think about.

Jorge Luis Flores grew up in Eagle Pass, Texas, and now helps lead the city’s water utility. Through that role, he is working to bring water and wastewater service to colonias—underdeveloped communities near the border that may lack sanitary sewers, water mains, paved roads, and fire protection.

For Flores, the issue is personal. These are families and children in his hometown who cannot always turn on a tap, flush a toilet, or rely on the public systems that make daily life safer and healthier.

Working with utility staff, engineers, and GIS specialists, Flores helped develop a plan to extend essential infrastructure to these communities.

The project would do more than install pipes. It would give families access to safe, reliable water service and provide children with infrastructure that supports health, stability, and opportunity.

Flores’ message is a reminder that water equity begins with something fundamental: making sure every household can access the systems that most communities already depend on.
