💧 H2O INTRO 👤 Meet Doa Ross, P.E., Deputy General Manager of Engineering at the Southern Nevada Water Authority and Las Vegas Valley Water District
In the desert city of Las Vegas, water innovation isn’t just about technology — it’s about people. Ross is helping the region tackle two critical workforce challenges: scaling up for major infrastructure projects and training the next generation of water operators.
To meet surges in design and construction demand, Ross has built a smart partnership model — bringing in consultants through staff augmentation to work side-by-side with utility teams.
“They get the projects done just like they are one of us,” she explains, ensuring flexibility without overextending hiring during fluctuating workloads.
But the real breakthrough comes in operations. Recognizing a limited talent pool for treatment operators, Ross helped launch a two-year training pathway that brings in new recruits with no prior experience. They learn on the job, earn certifications, and can advance into full-time careers — a modern journeyman-style approach to building water expertise from the ground up.
By investing in both collaboration and homegrown talent, Ross and her team are ensuring that Southern Nevada’s water future remains secure — even under the toughest conditions.
