Water laws in the U.S. simply don’t reflect the true value of water — not to our health, our economy, our culture, or our communities. That’s the challenge Alexandra Campbell Ferrari is determined to fix.
Through the Center for Water Security & Cooperation, Alexandra works with state legislators and utilities to strengthen the legal and practical foundations of water access. That includes pushing for data transparency — such as annual reporting on water shutoffs — and helping states adopt laws that guarantee universal access to water and sanitation.
When policy change moves slowly, she turns to a different strategy: empowering the people already working inside utilities. Her Water Utility Leadership Fellowship brings mid-career water and wastewater professionals together to draft water access and affordability plans that challenge outdated assumptions and reshape how utilities serve their communities.
By creating space for collaboration, rethinking long-standing practices, and building a network of leaders who learn from each other, Alexandra is helping utilities shift from “business as usual” to new, more equitable approaches to water access.
